§ 94-221. Industrial and commercial charges for other than domestic wastewater.

  • Charges for wastewater other than domestic wastewater shall be based on flow, BOD, suspended solids and phosphorous and such other constituents that affect the cost of the collection and treatment. All persons discharging wastes into the sewerage system are subject to a surcharge, in addition to any other wastewater service charge, if their wastewater has a concentration greater than domestic wastewater concentrations. The volume of flow used for computing waste surcharges shall be the metered water consumption or the actual volume of waste as determined by a sampling and metering manhole or a discharge monitoring station. The sewer user charge shall be computed in accordance with the following formula:

    TC = (V × C v ) + 8.34V × [(BOD × C BOD ) + (TSS × C TSS ) + (P × C P )]

    Where:

    TC = Total user charge per quarter

    V = Volume of wastewater discharged during the quarter in million gallons

    C v = Unit cost for flow per million gallons

    BOD = Concentration of BOD in mg/l

    C BOD = Unit cost per pound of BOD

    TSS = Concentration of TSS in mg/l

    C TSS = Unit cost per pound of TSS

    P = Concentration of total phosphorous in mg/l

    Business retention incentive. Any industrial customer with a total sanitary sewer user fee (charge) of $20,000.00 or more per quarter shall receive a ten percent discount applied to the total sewer bill.
