§ 86-48. Preliminary plat.

  • (a)

    Required. Before submitting a final plat for approval, the subdivider shall enter into a preliminary plat review agreement with the village and submit a preliminary plat to the plan commission in order that general agreement may be reached on layout and arrangement of streets and lots before a final plat is prepared. The form and data required for plat submittal shall be as designated under sections 86-47 and 86-49.

    (b)

    What to be shown. The preliminary plat shall be drawn with waterproof nonfading black ink or legibly with pencil on tracing cloth or tracing paper of good quality to a scale of 200 feet to an inch and shall show correctly on its face:

    (1)

    The date, scale and northpoint.

    (2)

    The proposed subdivision name, which shall not duplicate the name of any plat previously recorded in the county.

    (3)

    The name and address of the owner, the subdivider and the engineer or surveyor preparing the plat.

    (4)

    The location of the subdivision by government lot, recorded private claim, quarter-quarter section, section, township, range and county noted immediately under the name given the subdivision.

    (5)

    The location of the subdivision shall be indicated by bearing and distance from a boundary line of a quarter section, recorded private claim or federal reservation in which the subdivision is located. The monumentation at the ends of the boundary line shall be described and the bearing and distance between them shown.

    (6)

    A small drawing of the section or governmental subdivision of the section in which the subdivision lies with the location of the subdivision indicated thereon or, if approved by the department, a location sketch showing the relationship of the subdivision to existing streets. The drawing or sketch shall be oriented on the sheet in the same direction as the main drawing.

    (7)

    The exact length and bearing of the exterior boundaries of the subdivision.

    (8)

    Location and names of adjacent subdivisions and the owners of the adjoining parcels of unsubdivided land.

    (9)

    Zoning on and adjacent to the subdivision.

    (10)

    Location, widths and names of all existing and platted streets, alleys or other public ways and easements, railroad and utility rights-of-way, parks, cemeteries, watercourses, drainage ditches, permanent buildings, bridges and other pertinent data as determined by the plan commission.

    (11)

    The water elevations of adjoining lakes or streams at the date of the survey and the approximate high and low water elevations of such lakes or streams.

    (12)

    If the subdivision borders a lake or stream, the distances and bearing of a meander line established not less than 20 feet back from the ordinary high water mark of the lake or stream.

    (13)

    Layout, width and approximate grades of all new streets and rights-of-way, such as alleys, highways, easements for sewers, water mains and other public utilities.

    (14)

    Direction and distance to nearest water and sewer mains.

    (15)

    Approximate dimensions of and areas of lots.

    (16)

    Proposed building lines.

    (17)

    Approximate radii of all curves and length of tangents.

    (18)

    Approximate location and area of property proposed to be dedicated for public use or to be reserved by deed covenant for use of all property owners in the subdivision with the conditions, if any, of such dedication or reservation.

    (19)

    Contours at vertical intervals of not more than five feet, or at more frequent intervals if required by the plan commission for land of unusual terrain characteristics. All pertinent elevations should be shown and shall be based on village datum.

    (20)

    Type, slope and boundaries of soils shown on the operational soil survey maps prepared by the USDA Soil Conservation Survey.

    (21)

    Plats containing floodplain shall show the limits of the floodplain and the contour line lying a vertical distance of two feet above the elevation of the 100-year recurrence interval flood or, where such data is not available, five feet above the elevation of the maximum flood of record.

    (c)

    Area to be shown. The area for which such data is to be shown shall extend beyond the boundaries of the actual property being platted a distance that will adequately relate the plat to its surroundings.

    (d)

    Official filing. Following the preliminary consultation, the plat, and such copies as may be required, shall be officially filed with the village clerk, who shall forthwith forward the necessary copies thereof to the department of development and where necessary to the county park and planning commission, as required by § 236.12, Wis. Stats., retain one copy in the official file, and return two copies to the village engineer, along with pertinent data applicable thereto.
